As stated back in an update in 2017 older Sitebuilder plans are being discontinued as of today, your site will continue to work past this point but no support, updates or new features will be available until it is updated to a new subscription.

Previously the dashboard would be a place to find simple stats for your website and log in to the Sitebuilder editor.
